The European Commission has decide to mobilize the EU Satellite Centre built by COLL-BARREU ARQUITECTOS in Madrid to provide intelligence services to Kiev.
The building is able to work with the European constellation of 30 Galileo satellites. Located in the outskirts of Madrid, this center accommodates an automated satellite-controlled air traffic guidance system and other international systems related to sat technologies.
According tu the UE "The European Union Satellite Centre (SatCen) supports EU decision-making and action in the context of Europe’s Common Foreign and Security Policy. This means providing products and services based on exploiting space assets and collateral data, including satellite imagery and aerial imagery, and related services."
"Under the supervision of the Political and Security Committee and the operational direction of the EU's High Representative for Foreign Affairs and Security Policy, SatCen provides decision-makers with early warning of potential crises as well as global situational awareness. This enables the EU to take diplomatic, economic and humanitarian measures in good time, including generic planning for intervention."

El edificio está ubicado en las afueras de la ciudad de Madrid y es capaz de controlar la constelación europea de 30 satélites Galileo. El centro alberga el sistema automatizado de control de tráfico aéreo por satélite así como otros sistemas internacionales basados en la tecnología de los satélites.
Según la UE, "el Centro de Satélites de la Unión Europea (Satcen) contribuye a la toma de decisiones y la actuación de la UE en el contexto de la Política Exterior y de Seguridad Común. Para ello proporciona productos y servicios basados en la explotación de recursos espaciales y datos colaterales, como imágenes aéreas y por satélite, y servicios afines".
"Bajo la supervisión del Comité Político y de Seguridad y la dirección operativa del Alto Representante de la Unión para Asuntos Exteriores y Política de Seguridad, el Satcen facilita a los responsables políticos un servicio de alerta temprana de posibles crisis así como conciencia situacional general. Esto permite a la UE tomar a tiempo medidas diplomáticas, económicas y humanitarias y planificar la intervención."
